Google now sells Galaxy Nexus unlocked on play store for $399.

Turns out Bionic, Droid 4, and Razr can work on GSM networks. Its been successfully tested on ATT (HSPA, VOICE, TEXT) and TMOBILE (EDGE, VOICE, TEXT)
